    • Yes! It’s called an “appogiatura” chord, it’s a chromatic ornament to the next chord, half a step higher. Going a little deeper, it can be seen as a dominant tritone substitution: Instead of playing the dominant of a chord (the V of Dm would be A), we can play instead the major (or 7th) chord which is three whole steps away from it (A -> D# = 3 whole steps).
